As the board is epoxy covered due to the wet environment and the resistor cannot dissapate the heat effectively and burns out. It is a design fault, being built in china this may not be a problem in China with a lot lower ambient temperature than Australia (well thats my theory having seen similar design faults in other foreign designed electronic equipment e.g. Lgt tv transmitters built in the french alps).
